There are good reasons to train employees for promotions and only a few downsides. The positives are you elevate skills, create engagement, create loyalty, and have more people ready to fill the leadership gaps. The downsides might be that everyone will be looking for opportunities and may be connecting with superiors for support and sponsorship.
In training for Promotions, I recommend the following categories:

- Entrepreneurial Thinking
Granted, not everyone has the courage or ambition to move up the ladder and many are content collecting a paycheck and going home. On the other hand, it is a way to find those gems who are ambitious and plan to move in three years to apply their talents with another employer.
It is also a great way to educate employees on how promotions work at your organization and how to prepare to make bigger contributions. Employees won't be able to complain you have shut the door to opportunities or have a ceiling.
I have had the experience where you had to quit to get the Organization's attention and then they would negotiate. This is not a great process and it did keep everyone from using the process except for me.
Employees that get engaged with daily Personal Development practices like self-care, emotional intelligence, communications, growth mindsets, resilience, and relationship building will increase productivity and improve the culture.
When employees learn leadership skills and entrepreneurial thinking, they see the big picture and can better understand how they can play a part in making the organization more profitable, competitive, and adaptable to change.
The downsides seem minor compared to the advantages of improving the quality of the workforce.
